Asian have a lot of work and multi-skill needed while European and American need very specific knowledge. For example, Asian engineer in manufacturing have to know about production, capacity management, people development, team building etc. but European and American engineer don't need to know much about that except engineering manager.
European work more seriously than American, seem American rather work easier.
Various are moved to Asian while pay few money(salary), profit is moved back just leave few money just let business continue.
BTW, no any plan to move the development, still stay on base.
